Issues

•My basic position is that the Council and I are doing a good job

governing the city. My slogan is Keep Good Government!

•I believe my educational background, work record, and past and current

community service involvement qualify me to be re-elected.

•Challenges: The basic challenge is to maintain the current level of

services in the face of declining revenues. This is especially true of law enforcement,

streets, and parks . Water, sewer, garbage, and docks are funded as utilities and are

required by laws to be self supporting (paid for by the rates).

•More challenges: meeting unfunded state (and/or federal) mandates.

Examples: the new multimillion dollar water treatment plant, which is great

and is delivering a purer water with less chlorine, was built to satisfy outsiders'

requirements, not because of problems the system was experiencing.

Revised shoreline regulations - South Bend was a party to the successful challenge

to the proposed regulations but a new set will be proposed and we will have to

continue to fight for a common sense and "good science" approach.

The State seems to be attempting to impose a new regional sewage treatment facility

based on models we do not believe to represent "good science". Paying for such

a facility may challenge the economic viability of Coast Oyster as well

as be a new burden on our ratepayers.

•Other continuing challenges:

Fire Hall - we need a new or refurbished one

Streets - more money is needed to maintain the street system. At a future

date the voters may be asked to consider a street levy or bond proposal.

Employee pay - the pay for most of our employees is less than comparable positions

elsewhere, but budget restraints and the impact of state initiatives have not allowed us

to keep up.

These are just some of the many continuing challenges and issues facing the city.

Finally: Continue to represent the interests of the citizens.

At Council meetings, under the last three mayors, citizens have always been given an opportunity to share concerns and questions at the first part of Council meetings. Over the years I believe we have been able to positively deal with most of the concerns brought to us. Only budget restraints, conflicts with other citizens, or negative impacts on neighbors have left some of the citizens unhappy.
