Pacific County Emergency Management Agency (PCEMA) Council
 

ORGANIZATION

The Pacific County Emergency Management Agency was formed as a result of federal mandate in 1986, through a multi-jurisdictional agreement between Pacific County and the cities of Ilwaco, Long Beach, South Bend, and Raymond. The original concept continues today with an Emergency Management Council comprised of the County Commissioners and the Mayor of each municipality or his designee, attending open monthly meetings (the second Thursday of each month alternating between our Emergency Operations Center and the Seaview Transit Center - just in case you would like to attend.) that govern and guide the work of the agency. The agency is comprised of one employee, designated as the Director of Emergency Management

MISSION

The PCEMA mission is to coordinate the four phases of emergency management, being mitigation, preparedness, response, and recovery, to protect the people, property, and environment of Pacific County.

PURPOSE

A primary function of the PCEMA is to act as a liaison between local jurisdictions and
state and federal agencies during times of emergency or disaster.  This is accomplished through the use of the Emergency Operations Center (EOC), located in South Bend.
During an emergency or disaster information is gathered from involved local agencies and jurisdictions and is jointly submitted to various state agencies in an effort to coordinate local resources, information, and emergency response efforts.

The PCEMA strives to be proactive in the area of preparedness and mitigation through
an enhanced system of communication and information sharing.

DEFINITION

Disaster:  An event, expected or unexpected, in which a community’s available, pertinent resources are expended; or the need for resources exceeds availability; and in which a community undergoes severe danger; incurring losses so that the social or economic
structure of the community is disrupted; and the fulfillment of some or all of
community’s essential functions are prevented.

Emergency:  An event, expected or unexpected, involving shortages of time and
resources; that places life, property, or the environment, in danger; that requires
response beyond routine incident response procedures.

VOLUNTEER GROUPS

Several volunteer groups operate under the auspices of and in conjunction with
Emergency Management. Volunteers are always welcome and may contact the
PCEMA Office for further information regarding:

    RACES - Radio Amateur Civil Emergency Service. Amateur radio operators are
    encouraged to register as RACES and ARES representatives with Pacific County
    Emergency Management.  Most members are also involved in the Pacific County
    Amateur Radio Society.

Search and Rescue - While directed by the Pacific County Sheriff, Search and
Rescue volunteers also must register as volunteer emergency workers through the
Pacific County Emergency Management Agency. Search and Rescue meets the third
Thursday of each month at 7:00 p.m. in the Emergency Operations Center.

Cliff Rescue - Based out of the south end of Pacific County, this group is also a
function of Emergency Management. All workers are registered emergency worker volunteers and train regularly along the cliffs in the North Head and Beard’s Hollow
area of the Long Beach Peninsula.

Pacific County
