Welcome! to Community Development's application information page.  This page contains information regarding the application process as well as links to Pacific County development application forms.  This site is designed to assist the applicant in completing the necessary applications for a project.  The application process is fairly simple, but will require complete and accurate information to proceed smoothly.  Certain review functions require specific application forms asking for site and project specific information.  Other forms are designed to provide enough general information in order to satisfy multiple review requirements.  

This page is not designed to answer all of your questions or furnish all of the necessary forms associated with your development project, but to provide a point at which to begin.  Please call either of the offices listed above and the staff will guide you through the application process.  A guide to completing each step follows.

DEVELOPMENT INFORMATION FORM (Required)

The Development Information Form requests minimum legal information necessary to process your application and is required for each development project.  Please complete all of the questions on the information form.  All of the information is vital and must be furnished in order to correctly process your application.

A detailed Site Plan must be provided with each development project application and must  show all existing or proposed buildings, driveway(s), proposed and reserve drainfields, well site, standing water, wetlands and the appropriate zoning setbacks required on this property.  If the site plan is revised at any time, you are required to re-submit a site plan for approval prior to starting your project.

  • 1. Assessor’s legal description (can be found on your most recent tax statement) and Section-Township-Range. If unknown, call the Assessor’s office at (360) 875-9301 or (360) 642-9301.
  • 2. Detailed directions to the site.

    The Planning Review Application form requests information necessary to process your application for review of road access, zoning, setbacks, drainage and critical areas impacts.

    An on-site visit from a Pacific County Planner will be conducted for the following areas of review: Critical Areas & Resource Lands, Shorelines, Zoning, Roads, and Land Alteration & Drainage. Your property will be evaluated to assess potential environmental impacts and to identify the appropriate permitting process for your particular project. Depending upon the scope of your project, and your site’s natural features, your review process may be fairly simple or relatively complex. This initial review process may take up to two weeks to complete.  To help facilitate your application, please complete all the questions on the application form.

    Road Approach

    Pacific County regulates private access (driveways, roads) onto County road for the purpose of ensuring safe access is provided without impeding or jeopardizing the motoring public.  If your driveway connects to a county road, we will provide you minimum construction and safety standards through a road approach permit.  If your driveway connects to a state highway, you will need a State Department of Transportation access permit, call (360) 905-2295.

     

    BUILDING/MOBILE - ON-SITE SEWAGE/WELL APPLICATION   

    This Building - Manufactured Home - On-Site Sewage/Well application contains three separate sections. Complete the appropriate section(s) for your project.

    Please answer all of the questions on the application form. All of the following information must be included in order to process your application.

    1.  Building

    • Contractor’s information (name, license, number, etc.)
    • Two sets of detailed building plans. Building plans are reviewed to determine if they meet Pacific County building codes.

    2.  Manufactured

    • Manufactured home setup manual or County’s standard setup handout.
    • A copy of the Manufactured Home Installer’s Certificate.
    Note: Electrical permits are obtained from the Washington State Department of Labor & Industries at (360) 533-8200 for the North Pacific County area, or (360) 575-6922 for the South Pacific County area.

    3.  On-Site Sewage/Well

  • Test holes are reviewed to determine the type of septic system required for your site. Two test holes (a minimum of 2’ long x 2’ wide x 6’ deep) approximately 30’ apart in the area of the proposed drain field are to be dug by the applicant prior to evaluation. The test holes must be accessible and flagged.
  • Note: If the County requires a septic design by a licensed/registered septic designer, two set of plans are required.

    ADDRESSING

    If a physical site address has not been obtained from Pacific County Public Works prior to construction of a new home, the County will assign a new address at the time of permit issuance.

    SUBMIT APPLICATION

    Once you have completed all the necessary forms and applications you will submit your application packet including appropriate fees, to the Department of Community Development. If you are mailing your application, please contact DCD office to determine the appropriate filing fees and the correct mailing address.

    REVIEW PROCESS

    Upon receipt of a completed application and fees, your application will be distributed to the appropriate County departments for review. Depending upon the type of application submitted, this review process may take a minimum of two to eight weeks.

    ISSUANCE OF PERMIT

    Once the review process has been completed, the Department of Community Development will notify you when your permit is ready. You may not begin work on your project until you have paid all fees and have received copies of the approved permits.
