FREQUENTLY ASKED QUESTIONS

When do I need a permit?
  • When building a new home or setting up a new or used mobile home.
  • When expanding the footprint of an existing structure.
  • When moving an existing structure to another location.
  • When constructing a commercial building, regardless of size or cost.
  • Most remodeling projects exceed $1,500.00 total value.
  • When building a storage building over 120sq ft or on a permanent foundation.
  • When storage buildings are attached to other buildings.
  • When you are installing a wood stove, heat pump, etc.
  • When your project requires any filling, grading, lot clearing, and construction on your site.
  • When installing an on-site septic system.
  • When your septic system requires any repair, expansion, or modification.
  • When you convert any rooms or structure from one type of occupancy use to another.
  • When installing a swimming pool that exceeds 5,000 gallons.
  • When building a deck over 30 inches above grade level.
  • When building a deck that is covered.
  • When installing a well.

When do I need a shoreline permit?
If your project is within 200 feet of one or more of the following areas:
  • Lakes 20 acres or larger in size.
  • Streams with a mean annual flow greater than 20 cubic feet per seconds.
  • All marine waters (Willapa Bay/Pacific Ocean/Columbia River).
  • Associated marshes, bogs, swamps and river deltas (all wetlands on the Long Beach Peninsula, Grayland, Tokeland and North Cove).
When is my permit issued?

Your permit is not issued at the time of application. You will be notified by DCD when your permit is approved and ready to be issued.

How long is a permit good for?

A Building Permit is good for two years from the date of issuance and may be renewed (prior to expiration) for one year.  A building permit becomes null and void if work or construction does not begin within 180 days of issuance.

A Septic Evaluation and/or Installation Permit are valid for two years from the date of issuance. The septic evaluation and/or installation permit is non-renewable.

A Critical Areas & Resource Lands Permit is good for two years from the date of issuance.

A Shorelines Exemption Permit is good for two years from the date of issuance.

A Shorelines Substantial Development Permit is good for five years from the date of issuance.

When are projects exempt?

Many different types of projects are exempt from permit requirements.  Contact your Building Inspector for specific information.  (360) 642-9382 or (360) 875-9356

When do I call for a building inspection?

Inspections shall be requested by owner/agent/contractor at least 24 hours in advanced during regular business hours (7:30 a.m. - 4:00 p.m. Monday-Friday. Do not leave inspection requests on voice mail. Building inspections in the Long Beach area are conducted Monday through Friday. Inspections in the North County are generally conducted on Mondays, Tuesdays and Thursdays.

The following inspections must be made before any additional work is started.

When do I dig my two septic test holes?

Your test holes should be dug in the area you would like to install your drainfield. The holes should be 2’x2’ wide, 6’ deep and approximately 30’ apart. Do not remove any topsoil before your evaluation. By doing this, you could change the type of system allowable.

When do I need my well water tested?

Pacific County requires that new wells be tested for nitrates and coliform bacteria after installation, or if there are any concerns of contamination from failing septic systems, fertilizer, etc.

Water samples may be submitted to the South Bend DCD office, and at our Long Beach DCD office on Tuesday’s between 7:30–11:00 am.  To get a valid reading, the sample cannot be over 30 hours old.

The fees are $25.00 per test for Coliform Bacteria Presence/Absence. If a re-sample is required the fee is $20.00. Fees are collected at the time the sample is received. You must use a County provided container for sample collection.
