Minutes of a continued session of the Pacific County Board of Commissioners held on June 30, 2008 at 9:00 a.m. in the Commissioners Meeting Room of the Courthouse Annex in South Bend, Washington.  Present were Chairman Jon C. Kaino, Commissioner Norman “Bud” Cuffel, Commissioner Clay Harwood and Kathy Noren-Clerk of the Board.  Other elected and appointed officials and staff in attendance included Bryan Harrison-County Administrative Officer, Don Larsen-Director of Public Works/County Engineer, Mike Collins-DPW Operations Manager and David Burke-Prosecutor.  There were no citizens of the general public in attendance during this continued session. Chairman Kaino opened the continued session at 9:08 a.m.

On recommendations of staff, Commissioner Cuffel moved to award the purchase of the Emergency Generator Set for the South County Administration Building to Halton Company of Portland Oregon at a base bid price of $81,080.00 plus sales tax.  Commissioner Harwood seconded, motion carried (Call for Bids held on June 20, 2008—other bids received from Cummins Northwest LLC of Spokane, WA at a base bid of $93,570.00 plus tax; Cummins Northwest LLC of Renton, WA at a base bid of $95,918.00 plus tax; and Cummins Northwest LLC of Portland, OR at a base bid of $91,850.10)

Discussion held regarding a revised Scope of Work received from Rognlin’s Inc. of Aberdeen, WA pertaining to the Courthouse Copper Roof Restoration Project.  Don Larsen advised that Rognlin’s submitted a new cost estimate for just the dome area of the roof at a price of $1,381,887.00 of which the county would be responsible for an additional amount of approximately $300,000 if we accepted the revised scope.  Following discussion, Commissioner Harwood moved to reject the revised quote of $1,381,887.00 plus sales tax based on the bid being $300,000 above the $1.1 million available for the project and request staff pursue other alternate solutions to repair the roof.  Commissioner Cuffel seconded, motion carried.

On recommendations of staff, Chairman Kaino moved to authorize the Health Department to purchase a new refrigerator / freezer for the Long Beach Health Department at an amount of $642.13 subject to adequate budget appropriations.  Commissioner Cuffel seconded.  Commissioner Harwood abstained (spouse works for vendor).  Motion carried.

Commissioner Cuffel moved to approve Lodging Tax Claim Voucher for payment to the Pacific County Economic Development Council in the amount of $5,500 subject to adequate budget appropriations.  Commissioner Harwood seconded.  Chairman Kaino abstained (serves on EDC Board).  Motion carried.

Discussion continued from June 24, 2008 regarding an annexation petition filed by Fire Protection District #4 (Naselle) for the area from Knappton Cove to Megler Bridge.  It was noted that at the June 24th meeting there was quite a distance between the existing fire district and the parcels being considered for annexation.  Following discussion and on the recommendation of the County Prosecutor and the State Fire Commissioners Association, Commissioner Harwood moved to deny the annexation request due to the inability to legally annex the parcels based on the parcels not being “adjacent” or “contiguous” with the existing fire district boundaries.  Also, to suggest to the fire district they consider contracting with those property owners wishing to be served by the fire district.  Commissioner Cuffel seconded, motion carried.

Discussion held regarding an annexation petition filed by Fire Protection District #1 (Long Beach Peninsula).  It was noted that discussion on this matter was continued from the June 24th meeting this meeting to respond to a request of the County Auditor that a “legal description” of the parcels being considered for annexation be written and submitted prior to approval of the annexation request.  Staff advised that written legal descriptions were submitted by the Fire District.  Following discussion, Commissioner Cuffel moved to adopt Resolution No. 2008-035 in the matter of annexing certain property into Pacific County Fire Protection District #1 as described on petitions and Exhibits A(1) and A(2), Exhibit B and Schedule A attached to the adopting resolution.  Commissioner Harwood seconded, motion carried.

Bryan Harrison reported on the Weyerhaeuser Raymond Sawmill valuation appeal filed in Lewis County Superior Court under Cause No. 07-2-00799-5.   Following review, discussion and recommendation of the Risk Pool, Commissioner Harwood moved to accept the settlement as described.  Commissioner Cuffel seconded, motion carried.

There being no further business to come before the Board, Chairman Kaino adjourned the continued session at 9:28 a.m.
