Minutes of a regular session of the Pacific County Board of Commissioners held on June 10, 2008 at 9:00 a.m. in the Commissioners Meeting Room of the Courthouse Annex in South Bend, Washington. Present were Chairman Jon C. Kaino, Commissioner Norman “Bud” Cuffel, Commissioner Clay Harwood and Kathy Noren-Clerk of the Board. Other elected and appointed officials and staff in attendance included Bryan Harrison-County Administrative Officer, Don Larsen-Director of Public Works/County Engineer, Mike Collins-Public Works Operations Manager, Mike DeSimone-Director of Community Development, Faith Taylor-Eldred-Asst. Director of Community Development, Lisa Ayers-Fiscal/Management Analyst, David Burke-Prosecutor, Katie Oien-Health Educator and Tim Crose-Director of Vegetation Management. Others in attendance included Ray Monohon and Ray Bowman. (Please refer to attendance roster for those in attendance and recordings of the meeting for a more detailed discussion)
Chairman Kaino opened the session at 9:04am and asked for any public comment.
Ray Monohon of RAM Construction was in attendance and voiced his concerns regarding building codes. It was decided that a workshop would be scheduled with Mr. Monohon for further discussion.
Commissioner Cuffel moved to approve minutes of the April 22, 2008 meeting. Commissioner Harwood seconded, motion carried.
Commissioner Cuffel moved to approve minutes of the May 13, 2008 meeting. Commissioner Harwood seconded, Chairman Kaino abstained, motion carried.
Commissioner Cuffel moved to approve minutes of the May 27, 2008 meeting. Chairman Kaino seconded, Commissioner Harwood abstained, motion carried.
Commissioner Harwood moved to approve the Personal Service Contract with Molly Maxfield as WIC and First Steps Nutritionist, subject to a successful background check. Commissioner Cuffel seconded, motion carried.

Commissioner Harwood moved to authorize the Department of Community Development to approve the hire of Zane Bryan and Mike Engebretson to fill the temporary Summer Youth Adventures Crew Leader positions at $20 per hour for six weeks, subject to adequate budget appropriations. Commissioner Cuffel seconded, motion carried.
Copy of letter submitted for information from Mike DeSimone, Director of Community Development that was sent to Pacific Coast Shellfish Growers Association regarding the State Department of Health notification of Willapa Bay shellfish area downgrades.
Commissioner Cuffel moved to acknowledge the completion of the six month probation period for Brian Dickey as Senior Environmental Health Specialist effective June 13, 2008 and approve increase from Grade 14 Step 8 to a Grade 14 Step 9, subject to adequate budget appropriations. Commissioner Harwood seconded, motion carried.
Commissioner Harwood moved to approve the temporary hire of Brenda Antilla as Litter Crew Leader at a rate of $15 per hour and not to exceed five months, subject to adequate budget appropriations. Commissioner Cuffel seconded, motion carried.
Commissioner Harwood moved to approve request from Department of Public Works and authorize the sale of six surplus vehicles. Commissioner Cuffel seconded, motion carried.
Commissioner Cuffel moved to authorize a call for bids for Emergency Generator Set for the South County Administration Building and set a bid opening date of June 20, 2008 at 1:00pm. Commissioner Harwood seconded, motion carried.
Commissioner Cuffel moved to adopt Resolution 2008-025 initiating County Road Project pertaining to the Sandridge Road Improvement Project. Commissioner Harwood seconded, motion carried.

Commissioner Harwood moved to approve Local Agency Agreement with Washington State Department of Transportation for preliminary engineering pertaining to the Sandridge Road Improvement Project. Commissioner Cuffel seconded, motion carried.

Commissioner Harwood moved to approve execution of Project Prospectus with Washington State Department of Transportation pertaining to the Sandridge Road Improvement Project. Commissioner Cuffel seconded, motion carried.

Commissioner Harwood moved to approve a request from the Department of Public Works to obtain quotes and purchase a 40’ metal storage container for Raymond Shop facility, subject to adequate budget appropriations. Commissioner Cuffel seconded, motion carried.
Department of Public Works submitted information regarding the purchase of the North County Fuel Tank Trailer which was authorized at the March 25, 2008 meeting.
Chairman Kaino moved to adopt Resolution 2008-026 recognizing and authorizing purchase of four standard holding cells and one ADA holding cell from CML Specialties, Inc. of Coeur d’ Alene, Idaho a “single source of supply” provider at a cost of $93,887.00 plus tax, for the South County Administration Building. Commissioner Cuffel seconded, motion carried.

Commissioner Cuffel moved to approve Intergovernmental Agreement with Thurston County to perform deflection testing on RAP roads for the 2009-2011 submittal. Commissioner Harwood seconded, motion carried.

Commissioner Cuffel moved to authorize the Director of Public Works to pursue a reduced scope of work for the Copper Roof Restoration Project and negotiate with lone bidder and return result to the Board for consideration. Commissioner Harwood seconded, motion carried.
Commissioner Cuffel moved to confirm and approve resignation of Cindy Whitney as Accountant, effective June 3, 2008. Commissioner Harwood seconded, motion carried.
Chairman Kaino moved to confirm and authorize the interoffice position adjustments within the Auditor’s Office per memorandum dated June 9, 2008 as received from Auditor Pat Gardner and as described in e-mail dated June 9, 2008, subject to adequate budget appropriations. Commissioner Cuffel seconded, motion carried.
Commissioner Cuffel moved to approve JABG FFY07 Contract Amendment No. 0663-05691-02 with Department of Social and Health Services, subject to Superior Court Judge’s review and approval. Commissioner Harwood seconded, motion carried.

On recommendations of the Sheriff, Commissioner Harwood moved to approve step increase for Paul Plakinger-Civil Clerk from Step 1 to Step 3 effective June 1, 2008 based on applicant possessing a 4-year degree, subject to adequate budget appropriations. Commissioner Cuffel seconded, motion carried.
Commissioner Cuffel moved to approve Contract #E08-256 with Washington State Military Department and authorize Chairman to sign. Commissioner Harwood seconded, motion carried.

Commissioner Cuffel moved to approve the disposal of a computer monitor from the Sheriff’s inventory record, in accordance with Pacific County Personal Property Inventory Procedures. Commissioner Harwood seconded, motion carried.
Commissioner Harwood moved to approve request from Vegetation Management to hire two temporary Weed Control Assistants, one for North County and one for South County. Commissioner Cuffel seconded, motion carried.
Commissioner Cuffel moved to approve Lodging Tax Claims Voucher submitted by Willapa Harbor Chamber of Commerce in the amount of $1,783.25, subject to adequate budget appropriations. Commissioner Harwood seconded, motion carried.
Commissioner Cuffel moved to approve Lodging Tax Claims Voucher submitted by World Kite Museum in the amount of $1,250, subject to adequate budget appropriations. Commissioner Harwood seconded, Chairman Kaino abstained, motion carried.
Commissioner Cuffel moved to approve Lodging Tax Claims Voucher submitted by Tokeland-North Cove Chamber of Commerce in the amount of $2,000, subject to adequate budget appropriations. Commissioner Harwood seconded, motion carried.
Commissioner Cuffel moved to approve Lodging Tax Claims Voucher submitted by Long Beach Peninsula Visitors Bureau-Seaview in the amount of $7,707.42, subject to adequate budget appropriations. Commissioner Harwood seconded, motion carried.
Commissioner Cuffel moved to approve Lodging Tax Claims Voucher submitted by Long Beach Peninsula Visitors Bureau-Megler in the amount of $1,700, subject to adequate budget appropriations. Commissioner Harwood seconded, motion carried.
Commissioner Harwood moved to approve Lodging Tax Claims Voucher submitted by Pacific County Historical Society in the amount of $1,666.67, subject to adequate budget appropriations. Chairman Kaino seconded, Commissioner Cuffel abstained, motion carried.
Discussion held regarding Claim for Damages #2008-05-010. Following discussion, Commissioner Cuffel moved to deny Claim for Damages #2008-05-010 as submitted by Michael Karchesy. Commissioner Harwood seconded, motion carried.
Notice received from Department of Community, Trade and Economic Development regarding award of CDBG Planning Only Grant to be used to develop a community facility feasibility plan.
Discussion was held regarding amendments to the Travel and Expense Policy. Following discussion, Commissioner Harwood moved to adopt Resolution 2008-027 adopting the Pacific County Travel and Expense Policy. Commissioner Cuffel seconded, motion carried.

Commissioner Cuffel moved to confirm letter being sent to the Washington State Department of Agriculture regarding cooperative Spartina eradication program. Commissioner Harwood seconded, motion carried.
Commissioner Harwood moved to confirm letter sent to State and Federal Delegation regarding their support of efforts to eradicate Spartina from Willapa Bay. Commissioner Cuffel seconded, motion carried.
Commissioner Harwood moved to approve dance permit for the Lewis Pacific Swiss Society for their 45th annual Schwingfest to be held July 4-6, 2008. Commissioner Cuffel seconded, motion carried.
Commissioner Cuffel moved to approve Printing Contract with Chinook Observer as the “Official County Newspaper” and accept Letter of Guarantee in lieu of a bond to guarantee correct and faithful performance of obligations under the printing contract. Commissioner Harwood seconded, motion carried.

Discussion held regarding participation in the 2008-2009 Counties Select Retrospective Rating Plan. Action was deferred to conclusion of 11:00 am workshop.
Chairman Kaino reviewed recommendations received from Pacific Council of Governments regarding short term and long term projects. Following review, Commissioner Cuffel moved to approve recommendations as noted in the letter dated May 20, 2008 received from the Chair of Pacific Council of Governments, subject to successful negotiations of contracts with each of the entities as follows:
SHORT TERM FUNDING: Pacific County – Bush Pioneer Park Restroom / Shower Facility, awarded $10,000 for one year; City of Ilwaco – Baker Bay Wastewater Lift Station Upgrade, awarded $18,000 for one year.
LONG TERM FUNDING: City of Ilwaco – City of Ilwaco Fire Station Reconstruction, awarded $25,000 per year for 15 years; City of Ilwaco – City of Ilwaco Community Building Renovation, awarded $18,879 per year for 15 years; and, City of Long Beach – Water Production Plant, awarded $20,000 per year for 3 years.
Commissioner Harwood seconded, motion carried.
Commissioner Harwood moved to adopt Proclamation recognizing June 23-29, 2008 as Amateur Radio Week. Commissioner Cuffel seconded, motion carried.
Chairman Kaino reviewed appropriation transfer requests. Following review and discussion, Commissioner Cuffel moved to adopt Resolution 2008-028 in the matter of amendments to the budget items listed by appropriation transfer. Commissioner Harwood seconded, motion carried.

Public meeting held to consider supplemental budget appropriation requests. Lisa Ayers reviewed the requests. No other public comment was offered. Following discussion, Commissioner Cuffel moved to adopt Resolution 2008-029 in the matter of supplemental budget for the allowance of certain expenditures for fiscal year 2008 in the amount of $1,113,279.32. Commissioner Harwood seconded, motion carried.

Commissioner Harwood moved to adopt Resolution 2008-030 in the matter of adopting the Pacific County Budget Calendar for fiscal year 2009. Commissioner Cuffel seconded, motion carried.

Commissioner Harwood moved to approve May 2008 payroll in the amount of $719,996.37 subject to adequate budget appropriations. Commissioner Cuffel seconded, motion carried.
Commissioner Harwood moved to approve Vendor Claims Warrants numbered 78322 through 78401 in the amount of $169,613.11 and Warrants numbered 78433 through 78559 in the amount of $274,014.27, subject to adequate budget appropriations. Commissioner Cuffel seconded, motion carried.
Chairman Kaino acknowledged workshops and meetings held.
Chairman Kaino recessed the meeting until 11:15am or as soon thereafter as possible after the 11am workshop regarding Retro Rating.
Chairman Kaino reconvened the meeting at approximately 11:39am.
Chairman Kaino advised the workshop held regarding an invitation into the Washington Counties Select Retro Rating Program. Following review, Commissioner Cuffel moved to approve participation in the 2008-2009 Counties Select Retrospective Rating Plan and approve Memorandum of Understanding and Membership Agreement and further authorize Chairman Kaino to sign. Commissioner Harwood seconded, motion carried.
Notice of Liquor License Application received from Washington State Liquor Control Board for the Lebam Tavern.
There being no further business to come before the Board the meeting was adjourned at 11:41 a.m.
